shoes remind me of a photo i saw recently taken in 1965,of 4 young models sitting on a bench wearing dresses paired with loafers.
turquoise is a soft way to add a slight colour to grey.
i interpret this as lower heeled shoes and more subtle jewelry will be making a return.

I would Just say that this is not an impractical outfit everywhere. I often see people dressed this way in the San Francisco/Bay Area where it is never quite as warm as people think of California as being.
