Yes, I believe that is Cecily Lopez. I like the top. Is she wearing the Vogel 10 shirt? Not a fan of the pants' fit, but with that face she could get away with wearing a paper bag. Still, the rolled cuffs with sandals give the impression of summer cool even though she's wearing black head-to-toe. The simplicity is awesome.

Oh, the hair the hair the hair! Not too impressed by the outfit but the look in general is perfect for her. I'm glad to see some others have pointed out the flaws in her outfit - although it doesn't seem that anyone has mentioned that her shoes are different. Is one of the straps broken somehow? Also - she won't be able to walk the streets in those shoes for long - in terms of support they look as bad as 5 inch stilettos.
HOWEVER - SHE is fantastic. And KNOWS it. That's the best part.
