i'm guessing it's tefillin, which is an orthodox jewish under garment that you wera to show respect for god. not many wear them still still, but of course a frenchman would tailor one to fit his jacket vent.
it's definitely tefillin. theres a prevalence of rich jews in the 16th, so i assume these are bespoke tefillin.
