Stopped in the road, for real! But I don't know if it was simply the scarf/shawl remix.

I'm sorry to dispute fellow commenters above, but I don't find anything at all simple or effortless about the lady's extraordinary sense of style. The combination of elements, colour, pattern, shapes, tailoring, draping, and proportion displayed here is extremely sophisticated and obviously very well accomplished. The unusual cut of the drop-pleated trousers alone would take a paragraph to adequately assess. And the two different scarves (one mesh, one an ikat print - look again) worn interlayered over sailor stripes is nothing short of brilliant.

The bag is perfect - big enough to look like 'now', but not so monstrous that it will soon look like 'yesterday.' Wouldn't we all like to see her shoes?

If, as the post title indicates, the lady is indeed an illustratrix, I would not be surprised to find that her artwork displays the same uncommon subtlety and attention to detail seen here in her dress sense.

I am tied of seeing people write: "This is how I want to look when I am older" or "This is how I want to look in 10 years". It's rather a back-handed compliment. (You look good for an aging person!) So just say they look great and shut up about the rest.
