Once again, it's the sunny disposition that makes her look. The hat is a whimsical touch, doing the job that a colour punch would often do in a grey-black scheme like this. She looks chic, not overdone and eminently approachable.

I hope she remains standing there so when those awful West Village tour buses pass, the tour guide can point to her and say "and on your left, is a fine example of New York chic"
Then of course, one minute later the bus lets off so that the tourists can stand in line for an hour to have cupcakes.
