She's off a "certain age?" Really? Didn't notice anon 11:55.
What I did notice was that she looks like a character from "Passe-Partout" a much-beloved French children's show from the 80s.

I adore the coat and the stripes together, and the black pants make the patterns pop. Orange would've pushed her into clown territory.
