On a lot of girls this dress would be way over-the-top, too "look at my ..."On this girl though, specifically because of the darling haircut and demure smile it makes for a really great contrast. The sexy girl-next-door or "the librarian takes a vacation" kind of feel.

Please help, I'm fashion illiterate. Is that a separate white tank top under a jumper-esq dress or just one piece?
I think it's cute too (yes to the great coloring with her skin) but as a busty gal myself I might have opted for a darker top...it's a bit too pop on top of pop for my taste...
