it is just the way the tie was printed.
it must take a few times to get it just right

Those sunglasses may well suit his face, but good choice not to wear them as probably would jar with the suit.
He wears the suit very well, slightly-off yet pleasing proportions, nice personal touch with the tie crown (haven't seen that in years).
BUT - Where are the shirt cuffs??
Surely not rolled-up sleeves?
A bare wrist with this ensemble, my friends, does not go.
