I remember when we could look to Italians to do the right thing sartorially. Next they'll be wearing garish coloured neon winter coats over their suits.
I'm sorry, but the Milanese only look "normal" in their own city. Next you'll be suggesting that we wear Guru flower T-Shirts and John Richmond "RICH" jeans.

he's actually wearing two vests (puffy nylon vest and sweater vest).
in europe they wear the quilted jacket or vest. there's a huge difference between puffy and quilted as far as style.
please, once Ariel Foxman double air kisses his approval, you won't be able to find a spare puffy vest in this city, not from prada to patagonia.
A vest is a most practical layering piece in a cold climate. I lived for many years in a much colder place than NYC and saw vests worn to great effect both over and under outerwear. One friend would wear a leather vest over a sporty jacket. Another would wear a contrasting, hip length down vest under a short down jacket. Both looked good and stayed warm.
Folks keep their houses cooler in such places, so you've got your vest to wear indoors should you feel chilled.
